Leah – Yes free of income tax, not free of tax. I live in Uruguay, which introduced income tax just a few years ago. If you are like me in "software export' you are still exempt from income tax. But the country finances itself with import and export tax, which means you pay hefty taxes every time you buy something. In the end you pay about the same amount of tax as you would in the US. You are just not being bothered by no one.

Not "income tax free", but a country where salaried employees are automatically taxed at the source and are therefore "exempt from filing" (checking/updating your annual Form 101 "Personal details" suffices).

better idea–if you don't have any financial attachments to the states (bank accounts etc..) don't file a return.
