As a person who has worked with people with special needs for the past 3+ years, I am honestly shocked and disgusted by the opinion that someone should say BDE over finding out their child has special needs.
I have seen videos of how bad Willowbrook was and I work at HASC, a place founded to go against Willowbrook and places of the like, for 3 years. The world has changed so much for the better for people with special needs and it is so sad, and disturbing, that Rav Aviner don't see that.
Additionally, since I have worked with people with special needs for 3+ years, I can attest that people with special needs are different like two people who are "mainstream" are different and two people who have "special needs" are different. Everyone in this world is different and we should not be sad or upset over our differences, but rather embrace them.

Therefore thank you for writing this. I believe the same way you do and appreciate every word of yours. I hope that everyone is zoche to read what you have written. Thank you.

Dr Martin Chasen writes There was a boy born with Down Syndrome who was very close to Rav Pam.When he was born, his father called Rav Pam and said, ‘”I have good news and bad news.” “We had a baby boy.” “Mazel Tov!” Rav Pam responded with excitement, but, said the father ” “The baby has Down syndrome,”. “Mazel Tov again!” said Rav Pam, with just as much excitement as before. “But I don’t understand!” said the father. “We’re not even sure we’re going to bring this baby home with us. Why is that a Mazel Tov?” Rav Pam was astounded. “Not bring the baby home with you? Do you know how much work went into finding the perfect home for this special Neshama? Hashem worked so hard to find the right family who would raise this Neshama better than anyone else in the world. Hashem picked you! And you aren’t even planning to take him home with you?”.
This clearly demonstrates the correct opinion.

Ode to joy. Every night as I put my daughter (with Down Syndrome) to sleep, I thank the Almghty for making me the luckiest mother in the world. What a tremendous pleasure to be the parent of a child such as this. She lights up our world with her beautiful sunny personality, with her courage to face every day with her difficulties, with her humour and intelligence and her ability to teach us to learn patience, sensitivity, creativity and humility: in short, to be G-d-like. And for this I should say BDE? THank you, Michael Lipkin, for expressing my feelings on this strange psak too.
