It is strange why you refer to a "biased" US undersecretary who is a "grandson of Jewish immigrants "and ignore what the WHOLE world is saying loudly : SETTLEMENTS ARE ILLEGAL .Even the US administrations who are the ONLY remaining ally of Israel is saying that these settlements constitite a major obstacle to peace .For the West Bank , It was annexed to Jordan without the consent of its Palestinian people and the Jordanian government was responsible for it by force before Israel occupied it in 1967 and the Jordanian forces withdrew to the Borders of the River Jordan .This whole scenario did not involve the opinion and general approval of the Palestinians .
I think if we need to restart fruitful peace talks ,the right of self determination of Palestinians should be recognized by Israel .You can not just force a group of demographically distinctive people ( approx. 2 million ) in the West Bank to subdue to Israeli IDF .If peace fails apart , then violence will take over and we are back to killing women and chilren ,collective punishment , suicide bombers and retaliations ...etc .It just needs a brave Israeli leader who could refuse the pressure of settlers and Ultraorthodox parties .These will not bring peace to Israel and neither does palestinian extremists .

It isn't anyone else's land. In fact, the PLO have up ALL sovereign claims here nearly 50 years ago:

"THE PALESTINIAN NATIONAL CHARTER" (Al-Mithaq Al-Kawmee Al-Philisteeni), Adopted in 1964 by the 1st Palestinian Conference

Article 24: This Organization does not exercise any territorial sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or in the Himmah Area.

On the other hand, Prof. Eugene Rostow, former US Undersecretary of State, a key author of UN Resolution 242, international law authority, Yale University:

"Israel has a stronger claim to the West Bank than any other nation or would-be nation [and] the same legal right to settle the West Bank, the Gaza strip and east Jerusalem as it has to settle Haifa or west Jerusalem."

And here is why:

We took in our victims of Arab aggression. The Arab world will just have to take in their own victims of Arab aggression; once and for all.

“The mass evacuation, prompted partly by fear, partly by order of Arab leaders, left the Arab quarter of Haifa a ghost city.... By withdrawing Arab workers their leaders hoped to paralyze Haifa."
- Time Magazine, May 3, 1948, page 25

"[The Arabs of Haifa] fled in spite of the fact that the Jewish authorities guaranteed their safety and rights as citizens of Israel."
- Monsignor George Hakim, Greek Catholic Bishop of Galilee, New York Herald Tribune, June 30, 1949

"Israelis argue that the Arab states encouraged the Palestinians to flee. And, in fact, Arabs still living in Israel recall being urged to evacuate Haifa by Arab military commanders who wanted to bomb the city."
- Newsweek, January 20, 1963

“The Arab states do not want to solve the refugee problem. They want to keep it as an open sore, as an affront to the United Nations, and as a weapon against Israel. Arab leaders do not give a damn whether Arab refugees live or die.”
- Ralph Galloway, Director of UNRWA, 1958

Even Muammar Qaddafi admitted it!

“It is a fact that Palestinians inhabited the land and owned farms and homes there until recently, fleeing in fear of violence at the hands of Jews after 1948 - violence that did not occur, but rumors of which led to a mass exodus. It is important to note that the Jews did not forcibly expel Palestinians…”

The paradigm of the Arab tale is admitted to be a lie:

Interviews: 50th Anniversary Of Deir Yassin Massacre

In retrospect, Palestinians of today admit that one of the most terrible mistakes they made back in 1948 was to over-report the details of the Deir Yassin massacre. "The goal was to mobilize Arab support for the Palestinians who were slaughtered by the Zionists but what really happened was that more and more Palestinians became scared and left their country," said Hazem Nusseibeh, a leading Palestinian figure who currently lives in Jordan. In 1948 he was among the key figures of the city of Jerusalem.

..."True, there was exchange of fire with the Jews. Prior to the attack, they used to come to the village and distribute leaflets calling for the establishment of friendly and brotherly relations with us offering a formula of 'do not hit us, we won't hit you.' Our youths confronted them and did not listen to them. Our youths used to go out to the eastern side of the village and beat up whatever Jew they saw."

...Mohammed Asaad Radwan Al Yassini, 70, who currently lives in the Old City of Jerusalem, confirmed that some of the men were dressed in women's outfits.

...Did they use speakers and what did they say?

"They called on us to surrender, to throw our weapons and to save ourselves. But we did not imagine them breaking into the village.

...Ali Yousef Jaber, Abu Yousef, is also 70 years old. He lives in Am'ari refugee camp near Ramallah. Excerpts below:

"I would like to stress on the fact that no rape incidents took place. That was part of a big lie that some of the Arabs and some of our leaders invented but were refuted by our villagers. I was among a group of people who went to Saad Eddin Al Aref to talk to him about this. He told us he wanted to frame them and attribute to them a brutal crime. I said to him: if you want to frame them, do not use Deir Yassin, or our women. Do not attribute to us something that never happened, otherwise this is infamy that our village and its people do not deserve...

Palestinians were cleansed from the 1948 land by the terrorist Hagana, Argon, Stern and others .They were massacred in many villages by these Zionist terrorist organizations .Palestinians have always wanted to live in peace with Israelis as long as they got all their rights and not to be treated as second class citizens on their own land .They are still asking for ,and they succeeded in, having a recognized state .It is Israel who is occupying their land ( West Bank and East Jerusalem ) .Once this occupation is over ,there are no more wars .But the issue is : Israel does not want to give up their occupation : this is the fact that the whole world understands .

These are not terms .You can not just nogotiate with one and STEAL his land and build settlements on it .The Israeli plan , as Yetshak Shamir put it , was to keep negotiating the Palestinians for more than 20 years just for the sake of negotiation without giving them anything while still increasing settling on their land .Then it becomes practically impossible to have a connected state .I think the plan is going to be extended for 20 years more of meaningless negotiations .Then Israel would have taken all of the land and built another WALL that puts in some more land .The whole world understands this colonial mentality and supports the Palestinians .I think Israel will end up like the DECEASED Apartheid state of South Africa unless they have the WELL and COURAGE to withdraw from the West Bnk and leave Palestinians alone .Then , we can be normal neighbors .

The simple fact is that the would-have-been “Palestinians” could have had a state in peace, but chose war on MANY occasions- INSTEAD:

The would-have-been “Palestinians” would have had a state IN PEACE in 1937 with the Peel Plan, but they violently rejected it.

They would have had a state IN PEACE in 1939 with the MacDonald White Paper, but they violently rejected it (and Jews would have even been restricted from BUYING land from Arabs).

They would have had a state IN PEACE in 1948 with UN 181, but they violently rejected it (and actually claimed that the UN had no such mandate!).

They could have had a state IN PEACE in Judea, Samaria, and Gaza from 1948-1967 without any Jews- because the Arabs had ethnically cleansed every last one; but they violently rejected it. In fact, that's exactly when they established Fatah (1959) and the PLO (1964).

They could have had a state IN PEACE after 1967, but instead, the entire Arab world issued the Khartoum Resolutions:

A. No peace with Israel.
B. No recognition of Israel.
C. No negotiations with Israel.

They would have had a state IN PEACE in 2000 with the Oslo Accords, but they violently rejected it- as always.

And as soon as Israel pulled every single Israeli out of Gaza, what did the would-have-been “Palestinians” do? They immediately started shooting thousands of missiles into Israeli population centers, they elected Hamas (whose official platform calls for jihad with no negotiations until Israel is destroyed) to rule them, and they have dug tunnels crossing into the Negev to kill and kidnap Israelis.

And even afterwards, Ehud Olmert made his subsequent generous offer that went far beyond even that of Barak. The would-have-been "Palestinians" rejected it.

They had many chances.

They threw them all away because destroying Israel was higher on their priority list.

Oh well. That’s their choice. Game over for them. They won’t have a state here in OUR land.

Wonderful thoughts! I am really pleased to know there are Israeli scholars who support the Palestinian State and right of self determination.Palestinians have suffered a lot for under Israeli occupation. This occupation intended to leave the economy and development of the West Bank very weak in order to keep it extremely dependent on the Israeli economy. This resulted in a high unemployment rate and poverty in the west Bank especially in refugee camps that were, and still , constitute the flame to Intifadas.I think there is much to be done by the International community and thoughtful scholars like yourself to help enrich the culture of peaceful living and tolerance between the two nations ( Israelis and palestinian ).
