To be honest, bike paths is a pretty big part of the equation. Infrastructure needs to be built first, before mass adoption can take place, and studies have shown that building separate bike paths dramatically increases ridership. How does IBA expect to get the numbers without the ridership? Far too many cyclists are riding on the sidewalks where they don't belong, and a big part of the reason is the lack of bike paths.

Could more be done? Sure. Tel Aviv urban planning incorporated the municipal bike renting system, which has been a huge success, but it's difficult to find a place to securely lock up your bike if you have your own. Initiatives to introduce more showers at workplaces will increase the feasibility of bike commuting. Retrofitting intercity transportation, both buses and trains, will also increase feasibility for more people. But a simple focus on "membership" is wrong.
