There must be a concerted effort on all sides to stop weapons of any sort from determining the outcome of conflicts, conflicts that take place almost everywhere these days.

With this in mind, there has to be a beginning somewhere in the world, the creation of an all-pervading precedent. And, as you are no doubt painfully aware, just such a conflict exists right now between Israelis and Palestinians.
So, why not start there? It does seem to be as good a place as any.
