Not really. Firstly, these numbers only include Cabinet-level positions. The French Government for example, has 37 ministers and a similar number of deputy ministers. The current Italian Government is an anomoly because it&#039;s an emergency technocratic government, but the last Berlusconi Government had 24 Cabinet ministers, 4 deputy ministers and 39 undersecretaries - 67 ministers all in all. 

Secondly, all these countries are federal to some degree - in Germany, for example, the state governments do lots of the work and these have their own ministers and cabinets.]]></description>
