Stalin knew he could not fight his fellow German Socialist's and the Japanese at the same time, so he used his agent in the US Government to squeeze Japan into a war with the U.S. much like we are setting the stage for WW III today by crossing the red line into Syrian intervention.
It's interesting how the details that led up to Pearl Harbor have been buried deep below ground to this day.

The truth is too terrible to face and so we honor all the dead hero's as a cathartic escape from the treachery on both sides that lead Pearl Harbor.
