The overall situation at any given time is often too fraught with difficulty for much meaningful dialogue ever to be initiated, let alone sustained. Without exception, the many frequent failures in times past, including that of the very recent, have done little but contribute to a general feeling of resignation and despair about most things, especially those of peace negotiations and their invariably negative outcomes.
