Bennett plans is quite explicit and he clearly doesn't say, as Hotoveli does, that Arabs in area A/B (as opposed C, which he plans to annex) will be given Israeli citizenship. So how exaclty do you see it possible to conclude that Bennett's proposal WOULD reult in full and equal integration?
