Ira Shefer is a research fellow at the Israel Public Policy Institute (IPPI). His research concerns energy and climate governance, urban sustainability and environmental cooperation. As part of his fellowship, he is currently based at the Institute for Advanced Sustainability Studies (IASS) in Potsdam, Germany, where he researches energy transition and innovation in German and Israeli cities. In parallel, Ira is a PhD candidate at School of Governance, the Technical University of Munich. His PhD examines collaborations between the EU, Germany and Israel and their implications for climate governance and sustainability initiatives in Israel.
