Shuli Dichter was the CEO of Hand in Hand, the network of bilingual Jewish Arab schools and communities. He worked as an outside consultant to Prime Minister`s office (Netanyahu); was co-director of Sikkuy, advocacy for Civic Equality in Israel; and served as general secretary of kibbutz Maanit while co-directing 'Children Teaching Children' leading program in Givat Haviva; In 1990-1993 he was a "Shaliach", educational representative of the Zionist movement in Toronto.
