Where is the line between antisemitism and legitimate criticism of Israel?

Sir Tom Phillips was Deputy Head of Mission in the UK Embassy to Israel from 1990-93, and UK Ambassador to Israel from 2006-10 before serving as UK Ambassador to the Kingdom of Saudi Arabia from 2010-12. He was Commandant of the UK Defense Academy’s Royal College of Defense Studies from 2014-18.
