Chinese technology fuels proxy warfare in South & West Asia
In the evolving landscape of modern proxy conflicts, Chinese communication technology has emerged as a significant enabler for militant groups beyond South Asia. Hamas in Gaza and Iran’s Revolutionary Guards increasingly rely on Chinese-manufactured encrypted communication systems and satellite networks to plan and execute operations. These tools provide secure, real-time coordination capabilities while operating under a digital veil that severely limits international intelligence cooperation. As cybersecurity expert Dr. Anjali Menon notes, “China’s state-controlled digital environment effectively shields these groups from external surveillance, making counterterrorism efforts exponentially more difficult.”
This pattern extends to the Houthis in Yemen. According to a 2025 report by the International Institute for Strategic Studies (IISS), Chinese dual-use components have been found in Houthi missiles and unmanned aerial vehicles (UAVs), highlighting the role that Chinese companies play in supplying advanced technologies to non-state actors.
This same technology-driven strategy is now deeply entrenched in the insurgency gripping Jammu and Kashmir. The China-Pakistan alliance has evolved beyond conventional arms transfers to systematically supply terrorist groups with sophisticated digital infrastructure, fundamentally altering the nature of cross-border militancy. The Stockholm International Peace Research Institute’s 2025 report highlights that China accounted for 81 percent of Pakistan’s arms imports between 2019 and 2023, totaling approximately $5.28 billion. Crucially, this includes dual-use technologies like encrypted satellite phones and communication devices that empower militants with military-grade operational capabilities.
A prime example is the Chinese “Ultra Set” communication system. Originally designed for Pakistan’s military, these encrypted devices bypass GSM networks by transmitting data via Chinese satellites and Pakistani control centers. “This network architecture provides terrorists with a secure communication corridor that Indian intelligence agencies find extremely challenging to monitor,” says Lt. Gen. (Retd.) Vikram Singh, a former Indian Army intelligence chief. The vulnerability of this network was exposed during Operation Mahadev, where Indian forces tracked terrorists via signals from a Chinese satellite phone, resulting in the elimination of key Lashkar-e-Taiba operatives behind recent attacks.
China’s digital footprint extends throughout Pakistan-occupied Kashmir and across the Line of Control. The China-Pakistan Economic Corridor has facilitated the installation of telecom towers managed by China Mobile Pakistan (Zong), providing digital coverage that penetrates Indian-administered districts like Kupwara, Rajouri, and Uri. Complementing this are Chinese radar systems such as the JY and HGR series, offering real-time situational awareness. Despite bans, Chinese communication apps like WeChat and IMO remain popular tools among militants, while the Tiantong-1 satellite network operated by China Telecom ensures uninterrupted communication even in Kashmir’s most rugged terrain.
The integration of Chinese technology into terrorist operations across Gaza, Iran, Kashmir, and Yemen reflects a deliberate state-enabled strategy of proxy warfare. A recent report by the Institute for Strategic Studies concluded, “Chinese dual-use technologies have become a force multiplier for non-state militant actors, raising the threshold of conflict sophistication in multiple theatres.” For India, this multifaceted challenge increases the lethality of terrorist operations while complicating attribution and legal accountability, given China’s restrictive cybersecurity regulations and data localization policies.
Addressing this evolving threat demands a comprehensive response. India must accelerate the development of indigenous secure communication technologies and enhance cyber intelligence and signal interception along vulnerable borders. Diplomatic efforts must intensify to hold China accountable in multilateral forums for its role in enabling cross-border terrorism through technology exports. Furthermore, as Dr. Menon emphasizes, “Deepening intelligence partnerships with allies and adopting advanced cyber-forensics are critical to countering the opacity created by Chinese digital ecosystems.”
The weaponization of Chinese technology in proxy conflicts worldwide signals a new era where digital infrastructure and cyber sovereignty are as critical as physical borders. India’s security apparatus must respond with equal sophistication—integrating diplomacy, cutting-edge technology, and intelligence agility—to safeguard national sovereignty and regional stability from this advanced form of state-enabled terrorism.
