Amalek came to annihilate us when we doubted G^d’s Presence.
But Bilaam, Balak, and the Moabite enticers came unprovoked.
Actually, Laban also tried to exterminate us and was unprovoked.
The Inquisition and Crusades were visited on the innocent Jews.
The Holocaust was a little provoked by assimilation and secularization.
I guess that Jews can always suffer two types of attacks. One to remind us to return to G^d. And one to revive us to show how close we are to Him.
Chilul Hashem precedes the former; kiddush Hashem follows either.
There should be no doubt, though, that either attack on the Jews is always perpetrated on the innocent by our archenemies, who are never justified.
