Israel’s Brain Drain: Time for a Scan and a Neurological Exam?
Israel worries a lot about brain drain.
A scientist leaves for Boston. An engineer moves to London. Another highly trained Israeli builds a career in Sydney. Highly trained Israelis are leaving, and Israel has been diagnosed with a familiar condition: brain drain.
But a neurologist would not stop at the diagnosis.
Consider an ischemic stroke. When blood flow to part of the brain is blocked, brain cells are deprived of the oxygen and nutrients they need. If blood flow is not restored, those cells die.
Knowing that damage has occurred is only part of the story. A CT or MRI shows where the brain has been damaged and how much of it has been affected. The neurological examination asks the question that matters most for the patient:
What function has been impaired?
Can the patient speak? Move an arm? See? Remember? Coordinate movement?
Perhaps Israel should evaluate its brain drain in much the same way.
We already know people are leaving. The more interesting questions are: Where is the loss occurring? Which capabilities are leaving with them? And which important capabilities is Israel still missing even before anyone has left?
That distinction matters.
Take scientific PhDs. Israeli universities produce highly trained scientists, but what happens to all of them after graduation? An academic career cannot realistically absorb everyone. There are only so many faculty positions, laboratories and research grants. Industry offers another path, but it too has a finite number and range of jobs, and the skills needed in industry do not always perfectly match those developed during years of academic research.
So if some scientists build careers abroad, has Israel necessarily lost a critical function?
Not necessarily.
A scientist who spends 15 years at a leading institution in Boston may eventually return with expertise, experience and networks that would have been difficult to acquire at home. Another may remain abroad and become a bridge connecting Israeli researchers, companies and institutions with collaborators, investors and opportunities around the world.
Geography does not necessarily equal disconnection.
The more important question is whether Israel is losing, or already missing, a capability it actually needs.
I see this in pharmaceutical R&D. Israel has outstanding scientists, universities and biotech startups. Executive titles are not exactly in short supply either. Spend enough time around Israeli biotech and you may start to suspect that VP is an entry-level position. Everyone seems to have founded one company, been CEO of another, advised a third and somehow started halfway up the organizational chart.
But titles are not capabilities.
Taking a medicine from discovery through global clinical development, regulatory strategy, late-stage trials, manufacturing and commercialization requires combinations of experience accumulated over many years. Israel has extraordinary strength in science and startup creation, while some capabilities further along the development path may simply be less abundant.
That is not a criticism of Israel’s talent. It is the reality of specialization in a small economy.
If many people leave an area where Israel still has substantial depth, the head count may look worrying without materially impairing the function.
If a small number of people leave with expertise that is scarce, difficult to replace and important to something Israel wants to build, the impact can be very different.
And if an important capability is missing before anyone leaves, then brain drain is not really the problem at all.
It is a capability gap.
Perhaps that is what Israel should be examining.
Brain-drain statistics tell us that people are leaving. Looking more closely tells us where those departures are concentrated. The neurological question is more consequential:
What function has actually been impaired?
For Israel, the equivalent question is not simply how many highly trained people left.
It is: Which capabilities does Israel have in sufficient depth, which are vulnerable to departures, and which does it still need to build or bring in?
Israel has earned the title Start-Up Nation. Its next competitive advantage may depend not simply on how many brains remain inside its borders, but on whether it has the capabilities to develop, scale and sustain what those brains create.
Count the brains.
But map the capabilities.
