Author’s Introduction

I served honorably in the United States Army. I graduated from combat training at Fort Leonard Wood, Missouri and earned the National Defense Service Medal in 2006. Currently, I am an active member of the American Legion veteran’s organization Post 51 (Whittier, California). In 1998, I became a member of the California Bar. In 1997, I earned a Juris Doctor degree from the University of California, Hastings College of the Law. In 1994, I earned a Bachelor of Arts degree from the University of California, Riverside. I am a loyal American patriot with strong ties to the United States Armed Forces.

Proposal

There are approximately 1.4 million people who are part of gangs in the United States. In addition, there are more than 33,000 active gangs in the USA.

To reduce gang membership and reduce gang violence, I created this United States Armed Forces Post-Gang Recruitment Initiative (USAF-PGRI). There are six parts to this proposal:

*First, it is proposed the United States Armed Forces actively recruit ex-gang members into the military.

*Second, it is proposed the United States Armed Forces create new basic training courses for former gang members designed to instill law-abiding values and behavior, civic values, and respect for laws and law enforcement. These courses will help former gang members transition to military life.

*Third, it is proposed the United States Armed Forces institute a new criminal record waiver program so that former gang members can be successfully recruited into our military. The waiver program will allow former gang members with criminal records to enlist, train, and serve in our military.

*Fourth, it is proposed the United States Armed Forces create a new training program for military recruiters who specialize in recruiting former gang members. It is necessary for military recruiters to be trained to recruit in potentially high-crime communities and neighborhoods.

*Fifth, it is proposed the United States Armed Forces institute an enlistment bonus award program for former gang members who enlist in the military. The enlistment bonus will be utilized to attract more enlistees by offering a financial bonus.

*Sixth, it is proposed the United States Armed Forces institute a free tattoo removal program to remove gang-related tattoos from military recruits.

Conclusion

I was born and raised in Long Beach, California which is Los Angeles County. During childhood, my first cousin Shawn was an active gang member. He passed away in 1990 while I was a university student. The tragic death of my beloved cousin inspired me to create this proposal. The goals of the proposal are to save lives by reducing gang violence, to reduce crime, to support law enforcement efforts to reduce crime and violence, and to strengthen the US military.
