Senator Cheryl Kagan: A Relentless Champion for Maryland—And Our Planet

Most elected officials focus on one or two major issues and make a name for themselves that way. But Maryland State Senator Cheryl Kagan is not most elected officials. She has built a well-earned reputation as a tireless leader on election reform, 9-1-1 modernization, nonprofit advocacy, and consumer protection. Yet, despite her packed legislative agenda, Kagan still finds time to fight for something that impacts every Marylander—climate action and environmental sustainability.

While she may not be known primarily as a “Climate Senator,” she does serve as Vice Chair of Maryland’s Education, Energy and the Environment Committee where her dedication to protecting our environment is undeniable. She has pushed for green infrastructure, clean energy policies, and responsible government procurement—helping to move Maryland toward a more sustainable future while holding polluters accountable. Her ability to weave climate-conscious decision-making into broader legislative priorities proves that environmental leadership doesn’t have to be siloed; it can, and should, be embedded in everything we do.

Empowering Nonprofits to “Go Green”

One of Senator Kagan’s priority initiatives—the Green and Renewable Energy for Nonprofit Organizations Loan Program and Fund (G.R.E.E.N.)—is a game-changer for Maryland’s environmental future. This legislation (SB105) would provide interest-free loans to nonprofits, allowing them to transition to clean energy, improve energy efficiency, and reduce their carbon footprints. Nonprofits are at the heart of many communities, yet they often lack the resources to make green upgrades that could lower costs and emissions.

By eliminating financial barriers, Kagan’s bill allows these organizations to take climate action while saving money on energy bills—funds they can reinvest in their missions. The bill is smart, practical, and urgent. Passing it would not only cut emissions and create green jobs but also ensure that community organizations—many of which serve vulnerable populations—can operate sustainably for years to come.

Saving Lives—Through Policy and Action

Sen. Kagan has been named NG911 National Government Leader of the Year…twice! Indeed, while Kagan’s work modernizing Maryland’s 9-1-1 system is well-known, what many don’t realize is that her leadership in this area also directly connects to climate resilience. With extreme weather events increasing due to climate change—from hurricanes and floods to extreme heat and winter storms—a reliable and efficient emergency response system is more critical than ever. Thanks to Kagan’s efforts, Maryland now has one of the most advanced 9-1-1 systems in the country, ensuring that in the face of climate-driven disasters, people can get the help they need faster. This is especially important for people with disabilities and chronic health conditions who are at elevated risk during climate catastrophes.

Beyond emergency preparedness, Kagan has supported policies that prioritize clean energy investments and sustainability in government operations. She sponsored and passed the first statewide Styrofoam food container ban in the country. She has pushed for stronger environmental regulations, energy-efficient public buildings, and better protections for those disproportionately affected by pollution. She also walks the walk. You won’t see her drinking from a single-use plastic water bottle.

Bringing Jewish Values to Public Service

Kagan’s leadership is deeply rooted in her Jewish values, which emphasize tikkun olam—repairing the world. A longtime and beloved leader in the Jewish community, she understands that protecting both people and the environment is both a moral and practical responsibility. Jewish teachings emphasize stewardship of the earth, social justice, and communal responsibility—values that guide her legislative and community agenda.

Her commitment to ethics, fairness, and sustainability is evident in her approach to policy. Whether it’s advocating for stronger nonprofit support, climate resilience, or public safety, Kagan’s leadership reflects a dedication to building a better, more just world.

One of the Most Talented People in Public Service Today

Senator Kagan is not only terrific civic leader. She is also ranked nationally for Scrabble, regularly hosts Folk ‘N Great Music house concerts, hosts a podcast, “Kibbitzing with Kagan,” and even performs live on stage at the Improv where she delights by bringing her knowledge of politics, linguistics (especially puns!) and humor all together. She is one of the kindest people in public service today.

A Model for Multi-Tasking Lawmakers

The urgency of climate action means that we can’t afford to rely only on lawmakers who specialize in environmental issues. We need leaders like Kagan—who champion a broad range of policies, but still make room to advance sustainability and resilience.

She proves that you don’t need to have “climate” as an exclusive focus to make a difference in the fight against environmental catastrophe. Maryland—and our planet—are better off because Senator Cheryl Kagan leads with both passion and pragmatism, ensuring that no matter which issues she tackles, she’s keeping an eye on our future.
