Somaliland and Germany: A Historic Partnership

Moving from Humanitarian Assistance to Strategic Development Cooperation

The relationship between Somaliland and Germany is one of the longest-standing and most meaningful international partnerships connected to Somaliland’s development. Over several decades, Germany has contributed to Somaliland through technical education, water infrastructure, roads, institutional development, humanitarian assistance, and development programmes.

What makes this relationship particularly important is its continuity. German engagement has accompanied Somaliland through different stages of its history from the early development of technical education, through the difficult humanitarian period following the civil war, and into the present era of development and institution-building.

Today, Somaliland is no longer in the same humanitarian situation it faced in the 1990s. It has developed functioning public institutions, maintained relative peace and stability, conducted competitive democratic elections, and established a system of local and national governance. Consequently, the nature of German cooperation has also evolvedfrom primarily humanitarian and recovery assistance toward longer-term development cooperation and institutional partnership.

This transformation provides an important foundation for taking Somaliland–Germany relations to a higher and more strategic level.

Germany’s Historic Contribution to Somaliland

Germany has a long history of supporting Somaliland’s social and economic development. One of the most important areas of this cooperation has been technical and vocational education.

In 1964, former West German support contributed to the establishment of one of the early technical  School and vocational training institutions in Burao 2nd capital city . This was a significant contribution at a time when Somaliland was seeking to develop the skilled workforce required for economic and institutional development.

Over the following decades, technical education created generations of skilled technicians, engineers, mechanics, electricians, and other professionals. Many graduates have subsequently served Somaliland in government institutions, public utilities, private companies, construction, industry, and other sectors.

The importance of this contribution goes beyond the physical establishment of a school. It represents investment in human capital, which is one of the most sustainable forms of development assistance. The skills acquired through technical education have continued to benefit Somaliland long after individual development projects were completed.

Germany’s contribution therefore forms part of Somaliland’s institutional and professional heritage.

GTZ and the Humanitarian Recovery Period

Germany’s development cooperation also became particularly important during the difficult period following Somaliland’s restoration of peace and the return of communities displaced by conflict.

In the 1991s, the German development agency GTZ became involved in Somaliland and supported a number of programmes designed to assist communities recovering from conflict and displacement.

At that time, Somaliland was still in a humanitarian and early recovery phase. Large numbers of people were returning from refugee camps in neighboring Ethiopia, basic infrastructure had been destroyed or neglected, and government institutions had very limited resources.

German-supported programmes helped address some of these challenges through community development, institutional support, basic services, and other recovery initiatives.

This period demonstrated Germany’s willingness to engage with Somaliland at a difficult moment when international assistance was urgently required.

From Humanitarian Assistance to Development Partnership

The nature of Somaliland–Germany cooperation has changed considerably since the 1990s.

Today, Germany’s engagement is increasingly associated with development projects rather than emergency humanitarian assistance. This change is important because it reflects not only changing German development priorities but also Somaliland’s own institutional progress.

Somaliland has established government ministries and public institutions, developed local government structures, maintained security, organized elections, and built a political system based on democratic participation.

Consequently, the appropriate framework for international cooperation is increasingly one of development partnership, technical cooperation, institutional strengthening, and sustainable economic development.

Germany’s experience in technical education, infrastructure, institutional development, and vocational training makes it particularly well positioned to support Somaliland during this next stage.

Major Areas of German Development Cooperation

German-supported cooperation has contributed to important sectors of Somaliland’s development, including water supply, infrastructure, technical and vocational education, institutional development, and community services.

Water supply is particularly important for Hargeisa and other growing urban areas. As Somaliland’s population increases and urbanization accelerates, reliable access to clean water is becoming an increasingly important development priority.

Infrastructure is another area where continued cooperation is essential. Modern roads and reliable public infrastructure are necessary to connect communities, support trade, encourage private investment, and strengthen the national economy.

Technical and vocational education remains equally important. Somaliland requires skilled electricians, mechanics, welders, construction workers, technicians, engineers, and other professionals to support industrialization, energy development, infrastructure expansion, and the private sector.

Germany’s historical experience in this field provides a strong basis for expanding cooperation through modern vocational training centres, technical institutes, apprenticeships, engineering programmes, and partnerships between German and Somaliland educational institutions.

Somaliland’s Democratic and Institutional Development

One of the most important aspects of Somaliland’s development is its experience with democratic governance.

Over the years, Somaliland has developed political institutions and electoral processes that have allowed citizens to participate in choosing their leaders. Despite political challenges, Somaliland has continued to pursue democratic governance and peaceful political transitions.

Germany and the European Union have consistently emphasized the importance of democracy, human rights, good governance, accountability, and institutional development in their international partnerships.

Somaliland’s experience therefore provides a natural basis for deeper engagement with Germany and European partners.

The continued development of democratic institutions, an independent and professional civil service, transparent public administration, local government, and accountable institutions should remain central components of future cooperation.

A New Stage: Strategic Development Partnership

The next phase of Somaliland–Germany relations should move beyond traditional development assistance toward a broader strategic development partnership.

Such a partnership could focus on several priority areas:

  1. Technical and vocational education – modernizing existing institutions and establishing new centres for engineering, energy, construction, mechanics, ICT, and other technical disciplines.
  2. Water infrastructure – supporting sustainable water supply systems for Hargeisa and other growing urban centres.
  3. Renewable energy – developing solar and other renewable-energy projects to reduce dependence on expensive imported fuels and improve energy access.
  4. Infrastructure development – supporting modern roads, urban infrastructure, and transport networks.
  5. Institutional capacity – strengthening public institutions, planning systems, technical ministries, and professional civil services.
  6. Private-sector development – encouraging German-Somaliland business cooperation, investment, vocational apprenticeships, and technology transfer.
  7. Democratic governance – continuing support for elections, good governance, transparency, accountability, and the rule of law.

Germany’s Potential Role in Somaliland’s International Recognition

Somaliland also looks to Germany for a greater diplomatic role regarding its international aspirations.

Somaliland argues that its case for international recognition is based on its historical experience, defined territorial boundaries, functioning institutions, democratic governance, peace and stability, and its long-standing engagement with the international community.

Germany is an influential European country and an important member of the European Union. Its understanding and assessment of Somaliland’s political and institutional development can therefore have significance beyond bilateral relations.
