The Gentleman’s Lathe

A lathe turns rough material into something precise. For two hundred years, Britain has owned one, admired it, and never quite switched it on.

 

Jacob Rees-Mogg appeared on social media this week in a double breasted suit and polka dot tie, leafing through an old book in his study, to deliver a verdict that anyone who has studied this country’s industrial history already knew. “200 years of failing technical education,” he wrote. An old Etonian, a Trinity man who read history before making his fortune in emerging market finance, now diagnosing a disease whose chief symptom is the elevation of men exactly like him. He is not wrong. That is the trouble.

The Great Exhibition of 1851 was supposed to crown British ingenuity. Its venue, the Crystal Palace, was itself the proof of concept: a prefabricated cathedral of iron and glass, designed not by a trained architect but by Joseph Paxton, the Duke of Devonshire’s head gardener, who had taught himself structural engineering by building greenhouses at Chatsworth. It was the most ambitious technical achievement of the age, conceived by a man the English class system was never designed to advance. And what Britain took from the Exhibition was not a commitment to produce more Paxtons. It was the uncomfortable recognition that foreign manufactures on display were often more advanced than its own.

The Samuelson Commission of 1881 confirmed what the 1867 Paris Exposition had made obvious: British technical instruction was random, fragmented and unregulated. The Technical Instruction Act of 1889 followed. Polytechnics were established. A century later, in 1992, those polytechnics were absorbed into the university system, stripped of their vocational identity, and handed the same league table metrics as ancient institutions that had never intended to produce an engineer. The lathe was bolted to a writing desk. Then came the acronyms: NVQs, GNVQs, BTECs, T Levels, and now V Levels, whose first subjects will not be taught until September 2027. Since 1979, Britain has churned through at least sixty five ministers with responsibility for skills. Germany, over the same period, has had nine.

Here is where the familiar narrative about incompetence breaks down. Two hundred years of the same failure is not failure. It is equilibrium. In 1988, the economists David Finegold and David Soskice gave the condition its proper name: a low skills equilibrium, in which poorly trained managers supervise poorly trained workers to produce low value goods, and no single actor has the incentive to break the cycle. Employers will not invest in training because workers might leave. Workers will not invest in skills because employers will not reward them. And every few years a new minister renames the qualification, mistakes the gesture for the reform, and moves on. The lathe is not broken. It is ornamental. The gentleman keeps it in his study for the same reason he keeps a globe: not to use, but to furnish.

What broke the equilibrium elsewhere was not policy cleverness but existential pressure. In Germany, a country that had to rebuild its industrial base from rubble, the dual training system was not a luxury. A young German entering it today splits her week between a vocational school and a company apprenticeship, following one of more than 320 nationally standardized occupations under a Meister whose qualification carries its own legal standing and social weight. There is no “parity of esteem” debate in Germany because no one thought to remove the esteem in the first place.

Israel found a different fracture point. Too small to waste talent and too embattled to tolerate a gap between what its people learn and what they can do, it embedded its most effective technical education inside the military. Unit 8200, the IDF’s signals intelligence operation, takes eighteen year olds and trains them in cybersecurity, data analytics and systems engineering. It does not ask whether these skills are academic or vocational. It requires them to work. The Technion in Haifa produces graduates who move between defense research and commercial technology without the class anxiety that has crippled British technical training for two centuries. Alumni of Unit 8200 alone have founded companies including Check Point and CyberArk. The result is a country with the highest concentration of technology startups per capita on earth, built not on rhetoric about skills revolutions but on the plain understanding that survival and the syllabus are the same thing.

The Skills England annual report, published weeks ago, confirmed what Samuelson found in 1884: Britain still lacks a coherent system for converting education into employment. The shortage may cost thirty nine billion pounds a year. Only now the missing competencies are not in iron forging and textile chemistry but in artificial intelligence, quantum computing and advanced connectivity. Adaptability, the report noted, has overtaken every technical skill to become the largest capability deficit in the workforce. Two centuries of commissions and the country has not yet learned to adapt.

Rees-Mogg closed the old book and the study fell quiet. Somewhere in Sheffield a workshop stood empty, its lathe untouched, there for the same reason as the book: to furnish a room in which nothing would ever be made.
