The Soft Machine

The host does not escape the parasite by changing rooms. The parasite is in the blood.

Last week in New Delhi, delegations from eleven member states took their seats beneath the lotus at Bharat Mandapam and signed a forty five page document that said, in the manner of all forty five page documents, almost nothing. The New Delhi Declaration 2026, adopted unanimously on the opening day of the eighteenth BRICS summit, confirmed what everyone in the room already knew. There will be no common BRICS currency. Not now. Not soon. Probably not ever. India’s Ministry of External Affairs was brief about it. “There is no proposal in the BRICS for a BRICS currency, as of now.”

What there will be is plumbing.

The declaration instructed the Payment Task Force to keep exploring interoperable cross border payment channels. Faster. Cheaper. More accessible. The words of an engineer describing a bypass to a roomful of men still connected to the mains. You will still need the pressure. You will simply reroute it through cleaner apparatus.

This is the architecture of control. The dollar is not a currency. It is a control mechanism. It accounts for roughly ninety per cent of all foreign exchange transactions. It denominates around half of global trade invoicing. It sits in roughly fifty seven per cent of central bank reserves, the lowest share since 1994 and still unchallenged. You do not replace this. You do not vote it away in a plenary session. You do not write it out of existence in a declaration named after a city. The dollar is the virus in the machine, and the machine was built to carry the virus. That is what a reserve currency is. The host and the parasite in the same body. The Word and the flesh.

The routine is familiar. The mark walks into the room convinced he is buying freedom. What he is buying is a new dependency with local branding. Russia settles in roubles. India settles in rupees. China settles in yuan. Each transaction bypasses SWIFT. Each transaction requires a bilateral agreement, a conversion rate, a counterparty willing to hold the other’s paper. The friction does not disappear. It migrates. It metastasises. It puts on a different suit and sits in a different chair.

Trump, naturally, played the role he always plays. The man who owns the pipes. One hundred per cent tariffs on any BRICS nation that dares create an alternative. “Say hello to Tariffs, and goodbye to America.” The capitalisation is his own. The man writes like a telegram from a burning building. But the threat, however crudely delivered, carries the force of structural reality. The United States does not defend the dollar because it loves the dollar. It defends the dollar because the dollar is the last piece of infrastructure it controls absolutely. Aircraft carriers rust. Alliances fray. Congress cannot pass a budget. But the dollar clears. Every day, everywhere, without interruption. That is power. Not the kind you project. The kind that projects you.

Israel understands this better than most, because Israel lives inside the architecture. Its security guarantee is denominated in dollars. Its defence procurement is invoiced in dollars. Its Iron Dome interceptors, its intelligence partnerships, its Abraham Accords normalisation package, all of it runs on the assumption that the American financial system is the operating system of the world. Every BRICS interoperability protocol that routes a transaction outside that system is a small subtraction from the strategic environment in which Israel operates. Not a crisis. Not a rupture. A slow bleed. The kind you do not notice until the floor tilts.

The honest analysts said as much. One observer at a Beijing think tank called it less a retreat from de-dollarisation than a shift in its strategy. From trying to create a rival currency to building infrastructure that lets members reduce their reliance in practical terms. This is the soft machine. Not a weapon. A bypass. A workaround. A set of pipes that carry the same fluid at lower pressure, through walls the plumber built himself.

But pipes need maintenance. They freeze in political winters. They leak when the welder is sanctioned. They burst when two of the eleven members are fighting a war the other nine would prefer not to mention. BRICS is not an alliance. It is a grievance dressed as a coalition, and its payment system will reflect the same internal contradictions that killed the currency proposal. China wants a yuan zone. India wants strategic autonomy. Russia wants sanctions evasion. Iran wants to exist. Brazil wants to be invited to things. These are not convergent objectives. They are eleven captives in a room arguing about the shape of the lock.

Language is a virus. It carries instructions. It rewrites the host. The dollar is that virus. The BRICS plumbing initiative is an attempt to install a new operating system without switching off the old one. It cannot be done. The machine does not permit dual boot.

The summit ended. The delegates dispersed. The room at Bharat Mandapam emptied, as rooms do, of everyone except the question that had brought them there. It hung in the conditioned air like a half finished equation. The arithmetic was correct. The variable had not changed.
