A Free Chinese AI Just Beat America’s Best

As of this week, the best AI in the world at building a website does not come from San Francisco. It comes from Beijing, it took first place from the strongest model America sells, and before the month is out, anyone on Earth will be able to download it for free.

The model is called Kimi K3, released on July 16 by a Chinese lab named Moonshot AI, timed days before China’s flagship AI conference in Shanghai. Within a day it climbed to the top of the Frontend Code Arena, a widely watched leaderboard run by Arena.ai in which people compare two AI-built web pages side by side, without knowing which model made which, and vote for the better one. K3 debuted at No. 1 with 1,679 points, nudging Anthropic’s Claude Fable 5 (1,631) into second place and OpenAI’s GPT-5.6 (1,618) into third. Moonshot’s previous model had ranked 18th on the same board. The new one leads six of the seven categories the arena tracks.

If you do not follow AI closely, this can sound like inside baseball: a Chinese app got good at making websites. It is bigger than that. The AI contest between the United States and China is not one race but two, run on two different scoreboards. On the first scoreboard, the one Washington and Silicon Valley obsess over (who owns the single smartest model), America is still ahead. On the second, quieter scoreboard (whose AI the rest of the world actually builds on), China is winning right now, and it is not close.

What “open source” actually means

America’s leading labs, OpenAI and Anthropic, run their best models the way a great restaurant runs its kitchen. You can order whenever you like, you pay for every plate, and the recipe never leaves the building. In industry terms, the models are “closed.”

China’s leading labs (Moonshot, DeepSeek, Alibaba, Zhipu) do the opposite. They publish the recipe. Anyone can download the model itself, run it on their own computers, modify it, build a company on top of it, and never send the lab a cent, or a byte of their data. These are “open” models, and the thing being opened, the “weights,” is simply the billions of numbers that make the model what it is.

Kimi K3 is the biggest recipe ever published: 2.8 trillion parameters, the largest open AI model anyone has released, able to swallow roughly 750,000 words in a single gulp. It is already free to use in Moonshot’s Kimi chatbot, and the full model goes up for public download on July 27. Even the paid version undercuts America: Moonshot charges $15 per million tokens of output (a token is a fragment of a word), while Anthropic’s list price for Claude Fable 5, the model K3 just dethroned, is $50.

Why would anyone give away something that cost hundreds of millions of dollars to build? Because in technology, distribution is power. Every developer who builds on your free model is a developer who is not paying your rival, not learning your rival’s tools, not reinforcing your rival’s standard. Meta’s Llama pioneered the free-model strategy in the West. China’s labs perfected it.

The scoreboard America still owns

Be precise about what did not happen this week: China did not take over AI. On GDPval, a much broader benchmark that tests models on real professional work drawn from 44 occupations, Kimi K3 placed third, behind the very best paid systems from Anthropic and OpenAI. On the hardest reasoning tests, America’s closed models still lead. The smartest AI in the world is still made in the United States.

What has collapsed is the distance. Two years ago, the gap between the American frontier and the best open Chinese model was measured in years. Today it is measured in months. And a free model does not need to be the best in the world to win customers. It needs to be good enough, and the arena votes say that for a growing share of everyday work, it now is.

The scoreboard China is winning

Follow what the world’s programmers actually use, not what they admire. On OpenRouter, a neutral marketplace that routes AI requests to whichever model the customer chooses, Chinese open models now carry roughly half of all traffic, by some counts as much as 61 percent. Alibaba’s Qwen family has passed one billion downloads, overtaking Meta’s Llama as the most downloaded open model family in history, and roughly 40 percent of new AI models published on Hugging Face, the industry’s shared library, are built on a Qwen base. This wave began barely 18 months ago, when a then-obscure lab called DeepSeek showed the world that China could match Western reasoning ability and give the result away.

June offered a perfect picture of the two strategies. On June 12, Washington ordered Claude Fable 5, then the most capable model in the world, cut off from foreign users over security concerns that were not invented; Anthropic itself said the model crossed a cybersecurity risk threshold. Days later, while America’s best model was dark worldwide, the Chinese lab Zhipu released a near-frontier model of its own under a free MIT license. On June 30, Washington reversed itself. The lesson stuck: American AI arrives with terms and conditions. Chinese AI arrives free, and it stays.

Free does not mean unconditioned. Chinese models ship with Chinese sensitivities: researchers have documented that DeepSeek’s flagship refuses or deflects questions about Tiananmen, Taiwan, and criticism of the party’s leadership. For a business building a customer-service bot, that may never matter. For anyone asking who shapes the world’s information, it does.

Where Israel fits

Israel watches this race from an unusual seat. Israelis are the world’s heaviest users of Anthropic’s Claude per capita, and the startup nation largely builds on American frontier models. But Israel’s own sovereign Hebrew AI, the DictaLM 3.0 family, is built the way nearly every small country’s national AI is built: on top of open models. Its largest version stands on a French base, its middle one on an American base, and its smallest on Qwen, from Alibaba. A piece of Israel’s Hebrew-speaking AI already rests on a Chinese foundation, and almost nobody noticed. As the center of open AI shifts from California to Beijing, that will quietly become true of more and more of the world’s software.

So, is China winning the AI race? Think of phones. Apple makes the most profitable phone on Earth; Android runs on roughly three of every four smartphones on Earth. Both are wins, at different games. The United States still makes the world’s smartest AI. China is becoming the place the world’s AI comes from. The first race still has an American leader. The second one was decided while we were watching the first.
