Negotiations in Riyadh: Importance for Odesa

In March 2025, negotiations were held between Ukraine, the United States, and Russia, which resulted in agreements to cease hostilities in the Black Sea and prohibit attacks on energy infrastructure. These agreements are of great importance for the region, in particular for the city of Odesa.

Negotiations and agreements reached

The negotiations were held in Riyadh, Saudi Arabia, with the mediation of the United States. The parties agreed to ensure safe navigation in the Black Sea, avoid the use of force, and prevent the use of commercial vessels for military purposes. In addition, an agreement was reached on a 30-day cessation of attacks on energy infrastructure, including oil and gas facilities, as well as nuclear power plants.

Ukrainian President Volodymyr Zelensky confirmed Ukraine’s readiness to adhere to these agreements, but expressed concern about possible manipulation by Russia and stressed the need for clear mechanisms to monitor their implementation.

Importance for Odesa

As a key port city on the Black Sea, these agreements are of critical importance for Odesa. Ensuring safe navigation will contribute to the restoration and development of maritime trade, which is vital for the economy of the city and the region. In addition, the cessation of attacks on energy infrastructure will ensure a stable supply of electricity necessary for the functioning of ports, enterprises and residential areas of Odesa.

Challenges and prospects

Despite the agreements reached, there are doubts about their implementation. Russia has put forward additional conditions, in particular, the requirement to lift sanctions on its banks and restore access to the international payment system SWIFT, which may complicate the implementation of the agreements. In addition, experts express concerns that Russia may use these agreements to regroup its forces or achieve other strategic goals.

Thus, the success of these agreements will depend on the willingness of all parties to adhere to the commitments they have made and on the effectiveness of international control over their implementation.
