November Is The Golden Month of the Abraham Accords

MAAGA- The Golden Age of the Abraham Accords Starts With A Transformative Upgrade of the Moroccan-Israeli Diplomatic Status.

Albeit the disastrous ramifications of the October 7th terror attacks including hostage suffering, the rise of antisemitism in the streets and within some diplomatic missions, true believers in the Abraham Accords have not lostfaith. The Accords have proven resilience throughout regional turmoil, demonstrating the strong, genuine foundation of the agreements launched by President Trump in 2020.

Extremists frequently e-target younger generations, especially those representing and residing in Abraham Accords countries, in an attempt to derail the successes of the regional integration. Two unusual, yet perilous patterns call for further vigilance: the heinous terrorist-attack that targetedRabbi Zvi Kogan, Abu Dhabi’s Chabad Lubavitchrepresentative, and the recent terror-attack perpetrated in Tel Aviv, by a “28-year-old”, according to Shin Bet. These two attacks on the Abraham-Accords spirit are reminiscent of the  2022 Hadera terror attack, which took place on the Negev Forum’s very first day.

The response to terror in the three cases was firm. The Moroccan Minister of Foreign Affairs Bourita stressed that the Forum is the best response to terrorism. Moroccan Minister of Culture Bensaid also condemned Tel Aviv’s attack, stressing that “threatening lives is unacceptable”, while highlighting Moroccans’ attachment to the values of coexistence and rejection of all forms of violence. Likewise, dozens ofMoroccan citizens reacted online, with facebook diaspora groups publishing clear statements against anti-Semitism and terror.

Counterterror: A Strong Abraham Accords Alliance

Malicious attempts to tarnish the AbrahamAccords’ and the relations with the Jewish State are proving futile. Prime Minister Netanyahu’s firm response on X, praising ElonMusk, a “Great friend of Israel, falsely smeared” following the announcement of his role with the Department of Government Efficiency (DOGE) exemplifies the ironclad mutual trust that Allies enjoy. In the same spirit, Morocco will also remain astaunch counter-terror ally of Israel and the United States.

In Morocco, former Israeli Minister of Defense, Benny Gantz signed, in November 2021, Israel’s first ever Defence Memorandum of Understanding (MoU) with an “Arab country.”. During confirmation hearing before the Senate Foreign Relations Committee on January 15, Secretary of State Marco Rubio praised Morocco’s Counterterror-efforts, “I also think, to the north, of Morocco, where we are seeing substantial advances, thanks to the Agreements [Abraham Accords], but also thanks to a relationship that continues to build”, he stated.

On January 27th, Rubio and Bourita discussed the “strong U.S.-Morocco partnership in advancing regional and global peace and security, under His Majesty King Mohammed VI’s leadership”, building on Abraham-Accords, and the release of the hostages among other topics.

The Department of State’s Country Report on Terror for 2017 advanced Morocco as a major non-NATO ally and a stable security-exporting partner. In 2021, the report emphasized that the United States and Morocco have a long history of strong counterterrorism (CT)  Cooperation. Morocco co-chaired  the Global Counterterrorism Forum (GCTF) with Canada, having previously served as co-chair with the Netherlands for two-terms. The Kingdom is a member of the Defeat-ISIS Coalition’s Counter Violent Extremism Working Group, co-chairs the Africa Focus Group, and is a member of trans-Sahara Counterterrorism-Partnership.

Moreover, the United Nations Office of Counter-Terrorism’s established program office in Rabat strengthens Morocco’s credibility as a serious partner. The Marrakech-Platform, a high-level event with the heads of African Counter-Terrorism and Security Agencies,is another concrete example of fruitful interagency, intelligence cooperation led by Morocco to face this ubiquitous issue.

Morocco’s continued counter-radicalization policies benefiting a wide public comprised of domestic, African and European audience. The Mohammed VI Institute for the Training of Imams, Morchidines and Morchidates (Islamic guides) and the Royal Mohammedan League of Ulema (RabitaMohammedia) play a critical role and produce scholarly researches and conduct youth outreach on religious and social topics.

On the ground, no terror-attack has occurred in Moroccosince 2003, with a last terrorist attempt, foiled on January 26th, 2025, thanks to the vigilant and proactive approach of Morocco’s security intelligence. Continued international cooperation  and joint operations—particularly in Europe—to thwart potential terrorist threats , led by AbdellatifHammouchi, Director General of National Security and for Territorial Surveillance Agency (DGST). He is also a member of the Saudi Arabia-based Naif Arab University for Security Sciences’ Supreme Council, another important country forAbraham-Accords’ future.

The General Directorate of Studies and Documentation, which leads Morocco’s national security interests overseas, with its DGED Mohamed Yassine Mansouri’s internationally praised efforts, plays a critical role in strengthening Morocco’s strategic alliances. These partnerships, built on mutual trust and continued cooperation, are essential in confronting the complex proliferation of adaptablenon–state actors and terror global terrorist threats.

President Trump’s Executive Order stipulating the re-designation of the Iranian backed-Houthis as Foreign Terrorist Organization (FTO) is a source of hope for the region at largeThe FTO carried out “multiple attacks on civilian-airports in Saudi Arabia, the deadly January 2022 attacks on UAE, and more than 300 projectiles fired at Israel since October 2023”, as documented by the Executive Order. The Houthi– have“threatened the security of American civilians and personnel in the Middle East, the safety of our closest regional partners, and the stability of global maritime trade.” A like-minded proxy is threatening the Sahel: polisario. One of its members, Adnan Abu Walid Sahrawi, was the leader of ISIS in the greater Sahara. He was designated by the Department of State, on May 16, 2018, as a Specially Designated Global terrorist (SDGTs). Its members show sympathy toward Hamas the day following October 7th terror-attacks. Additionally, Iran-backed proxies, including Hezbollah trained Polisariomilitias in Tindouf camps, located in Algeria. In 2022, Miguel Ángel Gutierrez, a Ciudadanos member in Spanish Congress of Deputies, explicitly linked the militia group to terrorism,highlighting a growing nexus. The expanding ouroboros of cyclicalregionalthreats should besevered.

Additionally, the United Nations Office of Counterterrorism established a UNOCT Program Office in Rabat and the numerous trainings conducted to this end reinforces Morocco’s security-wise credibility on an international scale.

President Trump’s comeback is a bold comeback for the Abraham Accords

Known for its straight to the point approach and tremendous interest in promoting peace around the world, the Trump Administration will increase the chances for a bolder Abraham Accords. The future signatory countries of normalization agreements with Israel should, however, capitalize on Abraham Accord countries’ experiences.. Looking back, two-key elements remain quite frankly stranded in the collective imaginary: The Negev Forum and the upgrade of the Morocco-Israel status to Embassies.

A bold step could revive the momentum. Besides Morocco’s allies, Israel, the United States, Abraham-Accordsmembers have all supported Morocco’s sovereignty. Old and new signatory countries could join forces with other partners to host a second Negev Forum in Morocco’s southern Provinces. Bourita expressed during the Negev Forum Morocco’s hope to see the Negev Forum be held in “another Sahara but with the same spirit”. This could be feasible in Morocco: All the Abraham Accords countries recognize Morocco’s sovereignty. The Kingdom was prepared to host one in 2023 but it was delayed due to what was described as “technical issues”. Media speculations referred to parties requesting changes within the working groups and even the name of the Forum itself. Just like the Abraham Accords, the Negev Forum should keep its birth-name to build on its credibility. During Trump-Netanyahu’s joint press Conference, the President clearly stated that since his launch of the Abraham Accords, the Negev Forum was the only historic achievement, reviving the interest in scheduling further Negev Forums in the future. If the Negev Forum was fully operational, it could have been the best setting for the Abraham Accords countries to discuss Trump Plan for Gaza, whether parties agree or not, none brought an alternative plan. Far beyond that, the Negev Forum would become tomorrow’s “real UN”, a beacon of hope, coexistence and counterterror, which are one of the six working groups created within the Forum. Another accelerator for the Abraham-Accords would be polisario’s designation as a terrorist organization. The designation would make America safer as the militia has been proven a threat to Sahel and to Abraham Accords’ stability. The Ministerial Meeting of the Global Coalition to Defeat ISIS noted this concern in a statement published by the State Department: “the proliferation of non-State actors,including separatist movements(…) generate destabilization and further vulnerability of African-states, ultimately favorsISIS, other terrorist, violent extremist organization.Additionally, the upgrade of the diplomatic status from Liaison Offices to Embassies is a critical step to unlock Abraham Accords’ potential in the region. The parking for the diplomatic mission in Nahshon street holds already the title of Embassy, in Hebrew and English, the natural upgrade step is inevitable. The historical and  geographical factors serve as a true catalyst for the Abraham Accordssuccess: Morocco was the first country to recognize the independence of the United States in 1777, and the United States was the first Country to recognize the independence of the State of Israel in 1948. It is no coincidence that this trio has the potential to form a cornerstone of a Golden Age. Morocco, where Tangier hosts the first US legation in the world and a bridge between the Atlantic and Mediterranean, can help develop an Abrahamic approach for a trans-Atlantic-Cooperation between the US, Morocco, and the Royal Atlantic Initiative. This, combined with mediterranean cooperation and bold Moroccan-Israeli leadership in MENA region, can further advance the Abraham Accords, shaping theminto a truly global framework.

The upgrade of the Diplomatic Status is a premium critical step to unlock regional Abraham Accords’ potential, for the following reasons:

America First policy is important for a safer world. The upgrade will furthermore deter Abraham Accords’ enemies who have been rumouring since October 7th, that the Abraham Accords were suspended which is not accurate, visits continued to take place and exchanges are ongoing. Others even dreamed of closed missions, a scenario that will never repeat itself Moreover, Morocco’s firm response to those who opposed the recent visit of the Moroccan-Israeli Minister Miri Regev is a common-sense decision and a clear message to future potential attempts. Again, Moroccans widely supported their compatriot Regev on the web. Morocco’s official response contrasts with Australia’s on Minister Shaked’s previous visit to the country which now took a firm stand following an anti-Semitic viral video at its hospitals. The upgrade will reinvigorate credibility and encourage more countries to join as it will demonstrate Morocco’s impactful investment in the regional integration framework. An institutional upgrade, aligned with real expertise and genuinely committed teams that push things forward, will inevitably transform the Abraham Accords’dynamic and support regional integration throughout the Middle East.

Looking back, Abraham Accords capitals succeeded overall in the test, showing a good example of genuine friendship by maintaining frank dialogue and positive partnership. Looking ahead, the revival of the real momentum depends now on a transformative upgrade of Morocco-Israel relations, with efficient diplomatic missions’ online external communication for a people-to-people connection. More essential than ever in the aftermath of the October 7th terror attacks. Morocco’s leading role in counter-terror will be of a huge contribution to the upgrade and vice-versa, especially in providing trainings to Imams young generations from the Middle East to contain extremist discourse in the region and block the rise of anti-Semitism and all other forms of hate speech in the Middle East and Europe. His Majesty King Mohammed VI’s leadership as a Commander of the faithful promoting interfaith dialogue was praised by the President of the State of Israel and had a significant impact in Africa, the Middle East and Europe. The upgrade will also allow speed up the public-sphere political communication, revive the Negev Forum and ensure a greater Israeli participation in the African Lion. The Abraham Accords will be then the best example of the peace through strength Trump vision.  The designation of the terror-separatist group, along with support for the withdrawal of the Moroccan Sahara file from the 4th UN Committee will undoubtedly lead to a shift in the development of the bilateral relations, with a concrete inauguration of the diplomatic mission that could take place on the anniversary of the trilateral agreement, on December 22th, 2025, with Tel Aviv’s already established building and a “Maison culturelle” in Jerusalem as a first step, towards transforming potentially Tel Aviv’s into a consulate and Jerusalem’s into an Embassy in the future. President Trump, a peace-maker and unifier, has the opportunity to make our relations blossom with a great announcement on the occasion of the Green March Celebration, by responding favourably to Morocco’s top priority in reinforcing its international cooperation: aligning with peace against terror: designating polisario as a terrorist organization and closing the Moroccan Sahara artificial conflict dossier in the UN, including the end of the minurso. He will have his name inscribed on the Golden Age of Human Civilization’s History, by Making Abraham Accords Great Again.
