The latest United Nations peace proposal is a call to war .
On Monday November 17, 2025, the United Nations Security Council (UNSC) passed a resolution, UNS 2803, which purports to bring peace to Gaza. As one who lives in Tel Aviv and has been forced to spend hours in my safe room (mamad), listening to Iron Dome intercepting missiles which Hamas has been firing at me, I waited with bated breath to see what the resolution that the United Nations Security Council passed Monday night contained. Having read it, I now believe it to be far more flawed than anything I could possibly have imagined. . Here is why.
1. This is Trump’s second try at submitting a proposed peace plan to end the war in Gaza. His first plan, which required the consent of both Israel and Hamas, is in many ways inconsistent with new UN Peace Plan; the first peace plan is now moot.,
2. Hamas has already rejected the UN Peace Plan. It stated that the UN Peace Plan, “imposes on the Gaza Strip an international guardianship and a mechanism intended to achieve the goals of the occupation.” Hamas also claimed that , “resisting occupation by all means is a legitimate right.” Hamas further stated that granting powers to an international force — including the dismantling of “resistance” weapons — strips such a force of its neutrality. In short, the UN Peace Plan faces exactly the same defect that Trump’s first Peace Plan did: Hamas will NOT voluntarily give up its weapons.
Israel, too, has rejected the proposed UN Peace Plan, emphasizing that the UN Peace Plan presumes the existence of a new Palestinian State.
3. To address this problem, the UN Peace Plan creates a cumbersome mechanism which will take years to implement. First, the UN Peace Plan requires the establishment of an entity called “The Board of Peace” (BOP) There is no explanation of how, when, and by whom the members of the BOP will be appointed. Nor does it set forth the criteria by which the members of the BOP will be appointed. It could take months to establish this BOP.
Second, the key to the UN Peace Plan is the creation of an entity called, “The International Stabilization Force” (ISF). The IDF will be subordinate to The BOP.: The UN Peace Plan authorizes the BOP to establish a temporary International Stabilization Force (ISF) in Gaza “to deploy under unified command acceptable to the BoP”. The ISF will be composed of soldiers from a number of yet-unidentified countries, which will NOT include the United States. (Trump has already said that there will be NO United States soldiers with “boots on the ground” in Gaza.) Once it is established, the ISF will attempt to disarm Hamas, something that Israel’s IDF has been trying to do for two years. Since the IDF is a well-trained, well-armed army, which includes an air force, it is hard to imagine that the ISF will be able to accomplish what the IDF could NOT. Even if the ISF is successful, it should take years for it to be able to accomplish this objective.
During this time, Hamas will be able to increase and train its forces as well as building new and more powerful weapons. Through the United Nations Works and Training Agency (UNRWA), Hamas is also already training young Gazans to reclaim Israel through jihad. Additionally, approximately 60% of Hamas’ complicated tunnel system remains in tact. Hamas in Gaza should be a much more formidable foe the ISF than the IDF has been before the present cease fire went into effect.
Although Israel was not even consulted about the terms of the UN Peace Plan, The UN Peace Plan has the gall to say, “Israel Defense Forces (IDF) will withdraw from the Gaza Strip based on standards, milestones, and timeframes linked to demilitarization that will be agreed between the IDF, ISF, the guarantors, and the United States, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat. The reality is that Israel has opposed the UN Peace Plan and certainly is NOT required to coordinate what the IDF does with anyone else.
According to The United Nations Charter, the UN’s primary purpose is to “maintain international peace and security”. UNSCR 2803 would seem to do exactly the opposite: It is almost sure to bring about another war. This is peace plan?
Coda: Trump, exaggerating as usual, claims that by solving the problem in Gaza through the United Nations, he will have brought peace to the Middle East and deserves to be awarded the Nobel Peace Prize. This is incorrect for at least two reasons. As shown above, the UN proposed Peace Plan will fail as his earlier Peace Plan did. More importantly, even if his UN peace plan for Gaza is successful, Israel will still be at war with Iran, its proxies Hezbollah in the north and the Houthis in Yemen, as well as Hamas, of which Hamas in Gaza is only a small part. (Together, these entities constitute Iran’s “Axis of Resistance.”) There are two possible reasons for this. First, Trump may be believing his own lies. Second, he really does NOT understand the Middle East and does NOT realize that the danger that Israel faces is from Iran’s “axis of resistance”, NOT Hamas in Gaza. The two alternatives are NOT mutually exclusive.
I think I will be spending more time in my safe room.
