Layered Democracy: An electronically enabled Protocol of identity-verified anonymous-nomination of the geospatial independent person(s) whom each most trusts to advise on critical, mundane, & simple life decisions → Recursively accepting cumulative directed hierarchical nomination – including constituency thresholds, cyclic nomination topology internal discussion forums for hierarchical transformation, & prolonged forum identity sharing discussions among hierarchical ‘root’ members for further identity-verified higher-status nomination … UNTIL the forum size of most-trusted of the most-trusted can sit in a virtual chamber with automatic real-time translation to comprise a Next Level public commenting opinion on all human interest matters — including the individual human transactional operations of Infrastructures (above), their respective local, regional, & post-national scale efficiencies, effectiveness, & bilateral resource emergency responsiveness.
